Unsolved eBay Mysteries: Shipping cap deadline passes, eBay doesn’t seem to care

Back in August, eBay announced a shipping cap for sellers of Media items (Books, Music, Movies, etc) that they said they would be enforcing starting on October 5th as per their checklist. Well, October 5th has come and gone with no comment from eBay. Here is the original announcement complete with a chart detailing the limits.

While this is a refreshing change from the rumors of eBay enforcing things before they go into effect, the passing of their own deadline with no word from the higher ups is mysterious.

Has anyone heard of anyone getting a note from eBay for not meeting these limits? Have you already updated your shipping costs to comply with this program?
